As for the 'difference between being 'playful' and an all-out boobs a-poppin'/yuri sex-fest' as you put it, no offense to you or anyone else, but to a number of people, there really isn't that much of a difference. In any event, I personally think that the series' fate was sealed with the first XBV game. Or at least, that's what I would say if I was someone who was completely ignorant and/or outraged. Further, this just proves my point of the entire Dead or Alive series, (at least in part) because of the XBV games, existing only for the purpose of male affirmation (not to mention Itadaki/Team Ninja/Tecmo's own self-gratification). Hard to grasp maybe - given some of the games' content - but the difference between being 'playful' and an all-out boobs a-poppin'/yuri sex-fest is important to him he doesn't want to officially categorize the girls in that way, and thinks the majority of the fanbase (hentai artists be damned) feel the same. So he believes there's a line between fan-service to the überity and full-on ecchi that he and fans DON'T want to see crossed.
